Consulting work
Morgan has contributed to policy development both in Australia and internationally. Examples include:
- member of the Drafting Committee for the Yogyakarta Principles plus 10 on the application of international human rights law to the distinct and intersectional grounds of sexual orientation, gender identity, gender expression and sex characteristics. Morgan was also a signatory (November 2017)
- co-organiser and participant of the retreat where the Darlington Statement was agreed. This document sets out a common platform for intersex-led organisations, advocates and allies in Australia and Aotearoa/New Zealand (March 2017)
- participant in the Malta Declaration on intersex human rights (December 2013)
Morgan’s consultancy work also includes advice or participation as a reference group member for numerous national and international institutions, such as:
- contracting to the World Health Organization (2020)
- contracting to the government of the Australian Capital Territory (2020)
- the Australian Human Rights Commission expert group on protecting the human rights of people born with variations of sex characteristics in the context of medical interventions (2018-2021)
- an Australian Bureau of Statistics reference group on LGBT data collection (from 2020)
- advisory group member for New South Wales Health (from 2020)
- advisory group member for the EU-funded Intersex: New Interdisciplinary Approaches (INIA) international research network (from 2020)
- reference group for the Asia Pacific Forum of National Human Rights Institutions regarding a manual on Promoting and Protecting Human Rights in relation to Sexual Orientation, Gender Identity and Sex Characteristics (2015-2016)
- advisory group member for the UN Special Rapporteur on health, in relation to a report on Sport and healthy lifestyles and the right to health (April 2016)
- advisor to the UN Office of the High Commissioner for Human Rights, including at and following an Intersex expert meeting on ending human rights violations against intersex persons (September 2015)
- advisory group member for an Council of Europe inquiry into the rights of intersex people (2013); this was followed by an Issue Paper (2015)
- reviewer of an NHMRC-funded website on the genetics and biology of sex development (2013)
